Fence & Gate Solutions for Military & Government Facilities in Hampton Roads

Gate Access Fence

Few places in the country have the same concentration of military and federal facilities as Hampton Roads. A military fence contractor in Hampton Roads is working in a region with 19 military installations and roughly 100,000 active-duty personnel, including Naval Station Norfolk, the world’s largest naval complex.

That concentration changes what a fence needs to do. It is not simply a boundary. It can serve as a security barrier that must meet federal standards, withstand coastal conditions, and control access through the gate. Here is what that work involves and what to look for in the contractor handling it.

Why Hampton Roads Is a Different Kind of Fencing Market

Most metro areas have secure facilities. Hampton Roads has a defense economy woven into the region itself.

The area spans Newport News, Hampton, Norfolk, Portsmouth, Virginia Beach, Chesapeake, and Suffolk, with a population near two million (Navy Region Mid-Atlantic). Within that footprint are 19 military installations and about 100,000 active-duty personnel, making it one of the largest concentrations of armed forces in the United States (Hampton Roads Alliance).

Naval Station Norfolk anchors that presence. The base covers roughly 4,300 acres in the Sewells Point area of Norfolk, homeports 64 ships and 187 aircraft, and employs 46,000 active-duty and 21,000 civilian personnel (Hampton Roads Chamber). Major commands headquartered there include NATO’s Allied Command Transformation, U.S. Fleet Forces Command, Air Combat Command, and Marine Corps Forces Command.

For a facilities manager, that concentration affects how perimeter systems are specified:

  • Norfolk and Sewells Point sit on the naval waterfront, where salt air creates additional corrosion concerns for exposed hardware.
  • Portsmouth, where our Tidewater office is based, has its own municipal requirements for commercial and safety fencing.
  • Virginia Beach and Chesapeake include federal perimeters as well as commercial and industrial properties that may require government-grade commercial security fencing.

This is not the same scope as a residential fence installation. Security requirements, site conditions, access control, and project coordination all have to be considered together. We install fencing across Hampton Roads with that regional context in mind.

Security Fence & Barrier Standards for Government Facilities

So what makes government facility fencing in Norfolk, VA different from an ordinary commercial perimeter? The barrier may need to resist cutting, climbing, and, at some facilities, vehicle impact.

A high-security perimeter fence is specified around a defined threat. At the vehicle level, that can mean crash-rated systems. K-rated barriers (K4 through K12) and M-rated barriers (M30 through M50) are tested to stop a moving vehicle at a specific weight and speed, with ASTM F2656 used for crash-testing and certification. A vehicle barrier at an entry point serves a different purpose from the fence fabric along the perimeter, so each part of the system has to be specified appropriately.

Anti-terrorism force protection (ATFP) requirements add another consideration. Facilities subject to DoD or DOS standards have requirements covering setback distances, materials, and the connection between the perimeter and guard posts and surveillance systems. We design and install to those specifications rather than adapting standard commercial hardware to a security application.

Depending on the facility’s requirements, the barrier package can also include:

  • Bollard installation at pedestrian and vehicle separation points
  • Anti-climb fabric and welded steel or aluminum profiles designed to resist cutting
  • Galvanized security chain link for large perimeter areas where coverage and budget both matter

For more on the anti-climb and anti-cut side of security fencing, see our guide to anti-climb and anti-cut fencing. Our high-security fencing standards page provides more detail on the wider compliance considerations. At the facility level, the important point is that the required threat rating and applicable standard should determine the fence specification.

Automatic Gates & Controlled Access at the Entry Point

The perimeter is only one part of the security system. At the entry point, the gate has to provide controlled access while working with the rest of the barrier.

Hurricane Fence has an in-house gate operator division and was the first fence company in Virginia to build one. Our team holds the IDEA Certified Automated Gate Systems Designer credential, along with Certified Automatic Gate Operator Installer (CAGOI) and Certified Gate Attendant Designer (CGAD) certifications. That allows the same company to design the fence, install the gate, and handle the automation as one system.

At a controlled entry point, that integration becomes particularly important. A crash-rated gate needs to operate as required, connect with the facility’s access control system, such as card readers, badge systems, or plate recognition, and maintain its required rating. When the fence, gate, and automation are handled by separate vendors, coordination between those components becomes another part of the project. With one company handling the system, there is a single point of accountability.

We handle automatic gate operators from operator selection through the access-control tie-in.

Building for the Coast and the Rules in Hampton Roads

The security specification is only part of the project. In Hampton Roads, the local environment and the requirements governing the property also affect how the work is approached.

The coast is hard on hardware. On the naval waterfront, standard coatings can be more vulnerable to corrosion. Coastal-grade commercial perimeter fencing calls for hot-dipped galvanized fabric, heavier zinc coatings, AAMA 2605 powder coat on aluminum, and gate operators rated for wet, salt-heavy environments with NEMA 4X enclosures. The environment also affects the footing. Those conditions inform how deep and how substantial the posts need to be.

The rules also depend on the property. On federal or military property, project coordination runs through the contracting officer and the installation’s Public Works department. Off base, municipal requirements apply. Portsmouth, for example, requires permits for pedestrian-safety fencing and pool, hot tub, or spa barriers (City of Portsmouth). Commercial requirements can vary by location. Our commercial fence permit process explains how we approach that documentation.

There are also contractor and excavation requirements to consider. Virginia requires a Class A Contractor license for construction of this scale, issued through the Board for Contractors (Virginia DPOR); Hurricane Fence holds one. Before excavation, Virginia’s Underground Utility Damage Prevention Act requires a locate request and a confirmed positive response from every utility operator before digging begins (Code of Virginia § 56-265.17). We manage that locate process on every project.

Frequently Asked Questions

Do you need a special contractor to install fencing on a military base in Hampton Roads?

Work at this scale requires a Virginia Class A Contractor license, while federal facilities can also involve security review, federal specifications, and coordination with the installation’s contracting and Public Works teams (Virginia DPOR). Hurricane Fence has performed this type of work in Virginia for more than 30 years.

What security standards apply to government and Navy facilities in Norfolk?

Crash ratings and force-protection standards are among the key considerations. K-rated (K4 to K12) and M-rated (M30 to M50) barriers are tested to stop vehicles at defined speeds and weights under ASTM F2656. ATFP requirements can also govern setback distances and how the perimeter integrates with guard posts and other security elements. The applicable standard depends on the facility and its assessed requirements.

Do local fence permits apply on federal or military property in Hampton Roads?

Project requirements for federal property are handled through the appropriate contracting and installation personnel, while off-base projects are subject to applicable municipal requirements. Portsmouth, for example, requires permits for safety and pool-barrier fencing (City of Portsmouth).

What fence material holds up best around the salt air at coastal bases?

The specification matters in coastal environments. The materials used for these applications include hot-dipped galvanized steel, aluminum with an AAMA 2605 powder coat, and gate operators housed in weather-sealed enclosures rated for wet, salt-heavy conditions.

Does Hurricane Fence hold a Class A Contractor license for government work in Virginia?

Yes. Hurricane Fence is a licensed Virginia Class A Contractor, which can be verified through the Virginia DPOR license lookup. Hurricane Fence’s Portsmouth office also has a 4.7-star Google rating across 129 reviews, and the company has served Hampton Roads facility owners for more than 30 years.
